West Square, a transformative mixed-use rental community in Etobicoke’s Eatonville-Bloorlea neighbourhood, has officially opened Phase 1 with 217 affordable rental homes. The project, located at The East Mall and Bloor Street West, represents a significant milestone in Toronto’s affordable housing efforts.
Designed by BDP Quadrangle, Phase 1 features 11- and 30-storey buildings delivering 494 total rental units—217 affordable and 277 market-rate. Critically, affordability is secured for at least 40 years for low and moderate-income households, addressing a persistent challenge in the GTA rental market.
The project received substantial support: approximately $11.9 million in City incentives through the Rental Housing Supply Program, plus a $235.9 million federal low-interest loan. Phase 2, now under construction with designs by Zeidler Architecture, will add 641 more homes, including 130 affordable units.
Once complete, West Square will provide 1,135 homes with 347 affordable rentals—representing nearly 31% of the total supply. The development includes a public park, shared amenities, and community spaces, supporting Toronto’s HousingTO 2020–2030 Action Plan.
